Harvey Epstein
HARVEY EPSTEIN, is a senior member of the firm. He is the former Commissioner
of Labor and Industry for the State of Maryland, as well as having served in
the Maryland Legislature as a member of the House of Delegates for eight years
and then serving as a Lobbyist.
MARYLAND HOUSE OF DELEGATES
As a member he also served on the Governor's Commission to Study the Wye
Institute Report Vice Chairman, Governor's Commission on
IntergovernmentalCooperation, Judiciary Committee, Joint Legislative Executive
Committee to Study Fiscal Affairs, Chairman, Joint Committee of Investigations.
COMMISSIONER OF LABOR AND INDUSTRY
His duties included the administration of the following laws: Wage Payment and
Collection, Wage and Hour, Overtime, Employment of Minors, Equal Pay for Equal
Work, Little Davis Bacon, Lie Detectors, Medical Questions, Apprenticeship and
Training, Boiler and Pressure Vessel, Elevators, Escalators, Dumbwaiters,
Moving Walks, Cranes, Derricks, Personnel Hoists, Material Hoists,
Apprenticeship and Training Council; Board of Boiler Rules; Hazardous
Substances Advisory Council; Occupational Safety and Health Advisory Board; and
Governor's Study Commission on Workmen's and Compensation Coverage. He is a
former Member of the Governor's Committee for the Regulation and Study of
Migratory Labor in Maryland; Legislative Taskforce on Collective Bargaining for
Public Employees; and, Member, Board of Directors and Executive Committee,
Maryland Center for Productivity and the Quality of Working Life. His position
included being designated specifically in the Maryland Mass Transit
Administration Labor Stabilization Agreement for the Baltimore Regional Rapid
Transit System (Subway) of the MTA as arbitrator of all grievances and whose decisions
shall be final and binding on all parties; and, designated specifically in
Interstate Division for Baltimore City Labor Stabilization Agreement for the
Fort McHenry Tunnel Project as arbitrator of all grievances and whose decisions
shall be final and binding on all parties.
